A web app featuring a choropleth map of NYC representing Displacement Risk Index.

Most building development in NYC is predicated by zoning laws. But certain land actions require approval through the ULURP process (the City’s Uniform Land Use Review Procedure).

Local Law 78 of 2021 mandated a racial-equity study be added into ULURP, to inform policy makers and the public of possible impacts that qualifying land use actions may have.

Background

Requirements

  • 60+ data indicators

  • neighborhood, borough, and citywide scales

  • indication of change over time

  • exporting for racial-equity reports

A web app featuring tabular data on demographic conditions in NYC.

Our product team (2 designers and 1 product manager) collaborated with stakeholders and engineers to design and ship an MVP solution. My role as a designer included everything from low-high fidelity prototyping, design research, and visual design.

We faced several challenges, including navigating very specific legislative requirements, while also aiming to provide users with accessible data to help shape important conversations around housing and racial equity in New York City. Our team had to figure out how to visualize this data, and present it in a responsive, mobile-friendly way. With no set design system in place, we also created UI design patterns and a style guide from scratch.

After the MVP launch, we conducted research and made several enhancements, including reduced friction in the navigation of datasets, and better affordances on the map.
